A Legal Practice Rooted in Sabah
Kinabalu Advocates was founded by solicitors who chose to build their practice in Kota Kinabalu, not relocate from it. That decision has shaped how we work — attentive to the local context, the specific statutes that apply in Sabah, and the realities facing clients here.

Kinabalu Advocates was established with a simple premise: that residents and small business owners in Sabah deserve legal counsel that is informed by the place they live, not imported from elsewhere and applied without adjustment.
Our founding solicitors each came to the practice through different routes — one through land law, another through commercial advisory, and a third through dispute resolution in tenancy matters. Together, those backgrounds cover the majority of the questions that individuals and small enterprises in Kota Kinabalu and surrounding areas tend to bring to a law firm.
Over the years, our approach has remained steady: take the time to understand the full context of a matter, explain the options in plain terms, and pursue the path that genuinely fits the client's circumstances — not simply the one that leads to the largest formal engagement.
We work from Level 9 of Wisma Sabah, a building that has housed legal and professional offices for decades. It is a fitting home for a practice that draws on precedent while staying engaged with the changes that continue to shape law and commerce in East Malaysia.
Our Mission
To make sound legal counsel accessible to individuals and small businesses in Sabah — delivered in a manner that respects the client's time, budget, and capacity to understand the process.
Our Vision
A Sabah in which access to clear, honest legal advice is not limited to those who already know how the system works — but is within reach of anyone who needs it.
Our Values
- Clarity over complexity in every communication
- Local knowledge applied with professional rigour
- Consideration for what each client actually needs
- Integrity in advice, even when it is not what clients hoped to hear
The Advocates Behind the Practice
Three solicitors with distinct specialisations, working together under one roof in the heart of Kota Kinabalu.
Ahmad Taufiq bin Ramli
Specialises in land law and native title matters across Sabah. Ahmad spent twelve years working with the Lands and Surveys Department before entering private practice, and that administrative background shapes how he approaches each title query — with attention to what the land office will actually require.
Shirley Chin Wei Ling
Focuses on small business advisory and commercial contracts. Shirley has an instinct for translating legal obligations into practical steps that owner-operators can act on, and she takes particular care with the explanatory notes she provides alongside each document prepared for a client.
Rajendra James
Handles tenancy and lease disputes for both landlords and tenants. Rajendra is known for his measured approach to contentious matters — pursuing negotiated resolutions wherever the situation allows, and reserving formal proceedings for situations where they genuinely cannot be avoided.
How We Maintain Professional Standards
The standards we hold ourselves to are not merely procedural — they reflect how we believe legal practice should be conducted toward clients, courts, and the public interest.
Malaysia Bar Registration
All advocates at Kinabalu Advocates hold current registration with the Malaysian Bar and are in good standing. Annual practising certificates are maintained without exception.
Client Confidentiality
All client matters are treated with strict professional confidence. Information shared with us during consultation or engagement is not disclosed to any third party without explicit instruction or legal obligation.
Written Engagement Terms
Before any legal work commences, we provide a written engagement letter setting out the scope of work, the fee arrangement, and the obligations of both parties. Nothing is assumed or left undocumented.
Continuing Legal Education
Our advocates regularly attend legal seminars and professional development sessions, particularly on developments in Sabah land law, commercial law updates, and dispute resolution practice.
Conflict of Interest Protocol
We carry out a conflict check before accepting any new matter. If a conflict exists, we inform the prospective client promptly and assist them in identifying alternative counsel where appropriate.
Data Protection & Privacy
Client data is handled in accordance with the Personal Data Protection Act 2010 (PDPA). We maintain secure file management and do not retain personal information beyond the period required by law and professional rules.
Legal Practice in Sabah: Local Context Matters
Legal matters in East Malaysia involve a distinct layer of consideration not present in peninsular practice. Sabah's land tenure system includes categories that do not exist elsewhere in Malaysia — among them, native customary land, Interior Area Land, and Country Land — each governed by specific provisions under the Sabah Land Ordinance. An advocate unfamiliar with these distinctions may provide technically accurate advice that nonetheless fails to address the client's actual situation.
Small enterprises in Sabah, particularly sole proprietors and partnerships in sectors such as retail, agriculture, and services, encounter compliance questions that are shaped by both federal and state requirements. The practical gap between what the law requires and what a business owner understands to be required is often where disputes begin. Counsel that bridges this gap — by explaining obligations in operational terms, not merely legal ones — tends to prevent problems from escalating.
Tenancy disputes in Kota Kinabalu reflect the particular pressures of a regional commercial centre: rising property values, mixed-use developments, informal arrangements that predated formal documentation requirements, and landlords and tenants who often have ongoing commercial or community relationships. Legal advice in these situations benefits from an understanding of local norms alongside a clear grasp of the applicable statutory provisions.
Kinabalu Advocates has accumulated this contextual knowledge through years of practice in the Sabah legal market. Our team's familiarity with the Kota Kinabalu courts, the Lands and Surveys Department procedures, and the commercial customs of the region allows us to offer counsel that is both legally sound and practically useful.
